This piece is entitled "Man Out of Time", painted in 1965 by Ruth D. Grover. Ruth D. Grover was initially a landscape watercolorist though eventually she did move into abstract encaustic works. So, this more figural work seems to me to be a kind of in-between phase. It is only my suspicion, I have no basis for this, but I do think that this piece is about the treatment of both the land and the indigenous people of Oregon. You can read all about Ruth Grover's life and career on Wikipedia or just Google her!
Please, study the pics carefully. There is lots of foxing on this piece which I hope is caused by the tape buying, mat and backing used at the time. It certainly needs fresh, archival materials asap.
